Approximately 10 million people in the United States are blind or visually impaired. Under current federal mandates, these individuals are eligible to receive rehabilitation services to gain or regain skills of independent living. However, little is written about them. Lowenfeld (1973) described "stages" of relationships between society and individuals with visual disabilities. He concluded that four iterative stages (Separation, Wardship, Self-Empowerment, and Inclusion) began in early Greek and Roman times and entered the Inclusion stage in the early 1700's. This author suggests that the stages co-exist throughout the U.S. which may explain the lack of accord between stakeholder groups holding differing philosophies. For the purpose of this study, the Concept System created by Dr. William Trochim was used with four stakeholder groups: consumers and their families, service providers, administrators, and personnel preparation educators. The Concept System provided a structure for collecting and analyzing data, and creating maps of the interrelationships. The process was complicated by being a national study and the need to make materials accessible to individuals with visual disabilities. This study sought to examine the following questions: (a) What adaptations are necessary to make the Concept System accessible to individuals with visual disabilities? (b) Are there discernible patterns of responses that correspond to Lowenfeld's stages? (c) And finally, are there key areas of convergence that all groups subscribe to as critical to the success of rehabilitation services? In answering these questions, the Concept System methods were adapted using multiple venues and media. Also, an Advisory Board was created which included representatives of the targeted stakeholder groups and included the researcher as participant observer. Findings supported the author's contention that Lowenfeld's stages exist concurrently, and documented the adaptations used to make the Concept System accessible. It also elicited areas of both congruence and disagreement among stakeholder groups. Included are examples of the maps, a Rehabilitation Services Matrix and suggestions for future research.
