This study examines the concept of Equitable Arts Communities, how they are used to promote better quality of life revitalizing distressed urban residential communities also considered marginalized communities. It was inspired by a small urban distressed community in Kingston, Jamaica called Trench Town. Trench Town has an old derelict theater called The Ambassador that is ripe for renovation and may be a tool for revitalization.From an urban planning perspective, three urban U.S. communities that have used renovated performing arts facilities as an enzyme in their larger goal of revitalization are studied in order to create a model applicable to Trench Town. The theatre facilities referred to as 'community theatres' that are examined in the research are The Capitol Theatre of Flint, Michigan, The Cleveland Public Theatre, Gordon Square Arts District, Cleveland and The Deluxe Theatre in Fifth Ward, Houston, Texas.In the search of literature for this research, it was recognized that there was a gap in the theory of arts planning for how the performing arts can influence community development especially with consideration of equity.This research is a qualitative analysis utilized using case studies. The justification used to select the cities for the cases include a population, racial profile, education level, median income and average property value etc. reflecting the marginalized and in an urban location.The main data collection method was by content analysis of secondary documents such as local newspaper articles in each city (Flint, MI: Cleveland, OH: Houston, TX), Local newsletters in each location, government documents, Arts and Theatre magazines, Theater Websites, Theatre Facebook Pages and Census and American Community Survey Data which was triangulated by digital and phone interviews of theatre staff, theatre funders or philanthropists and patrons/resident artists and participants.There were challenges in conducting phone interviews, but the research questions were adequately fulfilled through the other methods of data collection and confirmed by way of interviews and the Facebook reviews. With research methodologies reflecting more advanced technology, the use of social media is becoming more relevant in research and is considered as valid as some of the traditional methods.The EAC Model was created from the research to be applied to many other distressed urban communities in the US as well as other territories worldwide. An example is of Trench Town, Jamaica. Details of the Model are discussed with the perspective of the three cases and the relevance to Trench Town in application is explored.Policy recommendations were made to include the need for Urban Planners to pay closer attention to the performing arts and culture as an avenue to solving urban problems. With the reality of people living longer and people taking recreation more seriously as a factor in choosing where they live, arts and culture need not to be ignored in the creation of community plans, etc. The task of renovating a cultural facility can be the first step in creating hope for an urban distressed community.
