This qualitative embedded multiple-case study examined what functions and features of evaluation stakeholders believe support them in both formative and summative evaluation. The study also examined what functions and features of an evaluation reports stakeholders believe are most useful in determining the need for curriculum improvements. There was a gap in the current research concerning what stakeholders wanted from program evaluation and what form of report was most influential and useful. Two educational programs served as cases, each with three groups of participants. Each group had five participants. Participants were instructional designers, program directors, or administrators with 3 years of experience, and met all professional license or institutional credentialing requirements. Four of the participants were instructional designers, three were program directors, and three were administrators. Data were collected from three sources: a document review, interviews, and a survey. The findings indicated that stakeholders want thorough evaluations that are tailored to their design needs. The findings implicated that the instructional designer and evaluator competencies are research based tools that assist the instructional designer or evaluator to accomplish evaluation plans and reports that will influence stakeholders towards using evaluations findings to improve programs. Fourteen themes were identified from the data analyses that were utilized to develop a sample program evaluation topic model and a sample evaluation report template. Recommendations for further research included a replication of the study with public, post-secondary schools and online schools to determine possible transferability of the findings. Further research is recommended to determine if the sample evaluation topic model and report are effective and improve stakeholders' wiliness to use evaluation findings to make curriculum decisions.
