The world witnessed the death and destruction caused by atomic weapon use on Hiroshima and Nagasaki in an effort to end World War II in 1945. Since then, the number of states that possess nuclear capabilities has increased, while the types of nuclear weapons have become more destructive. The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) was created to limit the number of states that possess nuclear weapons. In addition, the treaty focuses on nuclear disarmament for states that possess nuclear weapons, and helped create the global nuclear disarmament regime. This regime has the potential to cause states to reduce the number of nuclear weapons in their inventory, with an eventual goal of complete nuclear disarmament. However, the success of the regime relies on the support it receives from the nuclear weapon states. With the foundation of the NPT and the establishment of the global nuclear disarmament regime, this thesis seeks to answer the question: what do nuclear weapon states needs to do in support of a global nuclear disarmament regime in order to lead to nuclear disarmament? Using the Comprehensive Nuclear Test Ban Treaty (CTBT) as a case study, the research will explore how the global nuclear disarmament regime has been built and supported by five of the nine states that possess nuclear weapons. The CTBT is an extension of the NPT in furthering the goal of nuclear disarmament, and the treaties make up a piece of the global nuclear disarmament regime. While the majority of states abide by the rules under the CTBT, the lack of Chinese and U.S. ratification - in addition to six other Annex 2 states - means the treaty has not entered into force. It will be determined if support for the regime has an impact on nuclear disarmament. Some advocacy groups like the Bulletin of the Atomic Scientists believe nuclear powers are on the precipice of another nuclear arms race, which could result in accidents and the potential use of nuclear weapons. Detonation of a nuclear weapon, on purpose or accidentally, would be catastrophic, as was seen with Hiroshima and Nagasaki. While the CTBT has yet to enter into force, some states have found other ways to support the global nuclear disarmament regime and reduce their nuclear stockpiles.
