The purpose of this qualitative case study design was to explore the process and experiences of the implementation of state mandated physical education policies as perceived by school administrators and physical education teachers. The purposeful sample which consisted of 10 secondary administrators and physical education teachers from the state of Tennessee. Each participant completed explorative interviews consisting of 11 semi-structure interview questions while providing insightful information on the reason why state mandated physical education policies are not implemented. There were 6 themes identified and explored including: (1) Lack of Interest in Physical Education by Student, (2) Physical Education Policies are not Implemented, (3) Obesity is an Issue in Schools and Communities, (4) Proper Professional Development for Physical Education Teachers, (5) Physical Education Classes are a Dumping Ground, (6) No Accountability for Physical Education. Themes from this qualitative data were analyzed and compared to review literature in sustainability theory model. The educational leaders can utilize these outcomes when determining approaches to implement state mandated physical education policies and motivate physical activity in their schools. Future recommendations include expanding this research study to include students and parents. With a better understanding of physical education policies, parents can start at home educating their children about the importance of physical activity and the effects of obesity.
