The U.S. government seeks to achieve adequate and equitable health care access. However, deep disparities persist in health care access and health outcomes, especially for vulnerable populations. This dissertation aims to provide decision support in improving access to health care for vulnerable populations and enhance social inclusion in health care. To achieve the goal, the dissertation develops two artifacts. First, it develops a novel framework for calculating a healthcare accessibility index that integrates different dimensions of health care access using advanced analytics. The framework design is guided by the knowledge discovery and data mining (KDDM) process. The framework was evaluated by applying it in a regional health care plan organization and comparing it with other known methods. The evaluation shows that the framework is useful for identifying the health care access needs of vulnerable populations. Second, this dissertation develops and implements a spatial decision support system (SDSS) as an instantiation of the framework. The SDSS is a web-based application that supports the decision making process in healthcare access for decision makers such as healthcare plan managers, planners and healthcare policy makers. The usefulness and usability of the SDSS were evaluated using a mixed-method approach. This dissertation makes several theoretical and practical contributions.
