Employees working within the public sector have reported stress as the most significant single factor affecting their morale and absenteeism. Also, stakeholder needs assessment findings have shown an apparent need to explore the perception of work-related stress on morale and absenteeism. The purpose of this study was thus to explore the ways that the unique features of context-based unit experiences of occupational stress-related activities are perceived among public service employees, their impact on morale and absenteeism, and possible ways to reduce these stress-related activities. The conceptual framework of the study was based on the quality of work life theory, the job-demands-control-support model of work theory, and the effort-reward imbalance theory. The study used an exploratory case study approach within the participatory action research framework to examine the context-based unit experiences of 13 stakeholders as participants for the study. The logic of thematic analysis approach was used to facilitate the data collection and analysis process, resulting in the emergence of seven themes: (a) undesirable consequences, (b) lack of understanding, (c) low morale, (d) decreased performance, (e) increased absenteeism, (f) stress management programs, and (g) better incentives. The findings from this study resulted in the collection of effective information leading toward the development of action recommendation interventions to better aid in the facilitation of stress reduction or elimination. These action recommendation interventions consist of increased pay, exercise facilities for employees, paid vacations, and parents' involvement in their children's school activities. A strategic action plan was also developed to further enhance a collaborative effort among the stakeholder participants to educate non-participant public service employees on the study's findings.
