This emic qualitative research study was based on shared epistemological experiences to describe phenomena and forces surrounding the Dynamics of Deaf Leadership via an adapted Delphi method. A group of experts, described as those in leadership whether they are in the beginning stages, in the thick of it, or reflecting on past experiences, reflected privately and conferred with each other on the proposed Resistance model. In accordance with cultural norms etiquette, a survey was sent out to the general public to elicit input from Deaf people on how they define Deaf Leadership. This research study explored the impact of Deaf people, hearing people, and the Self on one's resilience, tenacity, and grit while navigating leadership, and what, if anything, makes the journey to leadership unique for a Deaf person in this social construct we call society. Survey findings show that the general Deaf Community has mixed reviews of what it means to be a Deaf Leader and that the lack of community engagement and leadership skills were the biggest factors impacting Deaf Leadership. In addition, the Delphi method participants felt that it was important to have language, education, and family inclusion in order to develop necessary resources for a Deaf Leader's navigational decision making. These are Emotional Intelligence, Self-Assessment, People Management, and Practiced Opportunity Leadership. Implications are that language access, equitable education, familial acceptance, Political Literacy, Deaf Capital (socioeconomic value), and leadership transference either hinder or bolster Deaf Leadership.
