Literature on instructional leadership encompasses a large body of research on a range of related topics from distributed leadership to program coherence in schools. As our schools become more and more populated with a diverse student body with specific learning needs, such as an ever-growing English learner (ELL) population, many questions arise as to the effective instructional leadership practices in schools with a large proportion of ELLs. Calling on the work of two main areas: 1) instructional leadership; and, 2) effective instructional practices for ELLs, this qualitative case study of two school sites identifies how school leaders in schools situated in a large urban city of the Midwestern United States cultivate a mutually reinforcing learning environment among students, teachers, and leaders in schools with Spanish-speaking English learners. The resulting seven-pronged System of Strategic Actions in a Mutually Reinforcing Learning Environment offers school leaders a practical, step-by-step approach for cultivating learning for students and adults.
