The popularity of business intelligence (BI) in private-sector organizations has been due to the advantages it offers in the areas of data analytics and decision-making. Although researchers have studied the use of BI in the private sector, the public sector has not applied the insights from their work. The purpose of this study is to assess the effectiveness of BI platforms in public-sector organizations by gaining insight from the experiences of employees in the public sector. Two research questions guided the study: What are the perceptions of public-sector officials about the values that BI can offer for streamlined decision-making, and what are the challenges and implications of applying BI in an organization in the public sector? In this generic qualitative inquiry, thirteen senior-level BI users employed in the public sector were interviewed using open-ended interview questions to get their perceptions on the factors underlying the application and challenges in the use of BI for decision-making. An inductive approach was used for thematic analysis. Patterns in the data were identified and recorded in themes and codes that served as the units for categorizing the data using NVivo11. Five themes emerged from the interviews: (a) the application of BI in decision-making, (b) the benefits of BI, (c) the challenges in utilizing BI, (d) user limitations, and (e) the implications of BI technologies. Similar to the private sector, this study found that BI is useful for decision-making in the public sector, but the public sector faces unique challenges in the successful implementation of BI. The results of the study indicate that in order to scale up the use of BI, the public sector needs to systematically address these challenges first.
