Payroll fraud is seen more often in the United States than any other country. Payroll fraud can be perpetrated in various ways: false claims of overtime, false expense reimbursements, ghost employees, manipulation of direct deposit information, timecard falsifications, falsification of wages and worker misclassification. Payroll fraud is not 100 percent preventable; organizations can limit their risk and the monetary loss with the implementation of internal controls (ACFE, 2016). This project intended to answer the questions: What are the internal and external deficiencies that lead to payroll fraud? Once payroll fraud has been perpetrated, how can organizations successfully mitigate? Who is more likely to commit payroll fraud? How does organizational culture contribute to the decision to commit payroll fraud? Small organizations are victims of payroll fraud at a higher rate than large organizations. This can be attributed to their lack of emphasis on internal controls. The implementation of strong internal controls plays a major role in assisting organizations with detecting and preventing payroll fraud.
