The purpose of this study was to explore the strategies for emergency responders to respond in a high altitude electromagnetic pulse (HEMP) environment within the first 90 days. The problem addressed in the study is in the event of an airborne nuclear blast, HEMP is created, which would disable most if not all active emergency responder equipment. Homeland security leaders are uncertain what must be done to prepare emergency responders for a HEMP occurrence, due to strategies for emergency responders regarding HEMP environments have not been established. The research question asked: "What are the strategies for emergency responders to respond in an HEMP environment?" The exploratory qualitative study used semi-structured interviews to gain information from 10 participants as active or volunteer members of an emergency or first responder team, having a minimum of 10 years of experience, knowledge, and insights and over the age of 21. The data was analyzed by coding themes manually and using a software tool, ATLAS.ti. From the coding process emerged six prominent themes: (a) incorporate HEMP into in-service training -- education, (b) develop effective means to communicate without electricity, (c) unique challenges posed by the Rocky Mountain terrain, (d) people work together as a single unit, (e) diminished reliance on immediate federal aid, and (f) underlying belief government can control or stop a HEMP event. In addition four major strategy oriented themes emerged: (a) education, (b) communication, (c) collaboration, and (d) coordination The combination of themes resulted the findings of a necessity for additional knowledge regarding HEMP environments.
