Cambodian women religious, both Buddhist donji and Christian clergywomen, demonstrate a different prioritization of values from those prevalent in international feminist development. Consequently CEDAW and local Cambodian NGOs prioritize personal freedom on two levels: First, personal freedom is conceived of as a release from social norms so that one can act according to her intrinsic interior will. Second, if one concedes that there is no release from norms, but even NGOs aim to instill new social norms, the content of those norms includes the value of personal freedom, conceived of as privileging individual choice over obligations to one's community. The prioritization of values are determined through several methods: by reviewing work on the culture of CEDAW, by reviewing theorizations of empowerment within international feminist development discourse, and through an analysis of primary literature from Cambodian NGOs (e.g. reports, evaluations, mission statements) and interviews with managers in these organizations. Through ethnographic methods, including conducting participant observations and interviews with Cambodian women in leadership positions in Christian and Buddhist communities, this project shows that these women do not prioritize personal freedom, but value adherence to community-conferred rules.

A discrepancy in the way NGOs and Cambodian women religious viewed a traditional Cambodian women's code of conduct prompted this project. These two groups responded in very different ways to this text, the chbap srey. This 'women's rule' gives gender specific advice to women. It counters personal freedom, as it articulates a set of obligations for Cambodian women. While Cambodian NGOs and CEDAW object to the chbap srey, Cambodian women who are leaders in Christian and Buddhist communities value it.

The different prioritizations of values between Cambodian women religious and NGOs, exemplified by their opposing assessments of the chbap srey, supports a theory of subjectivity inspired by Judith Butler in which subjectivity is conferred by the frameworks within which one is a subject. A subject counters prevailing norms only through countervailing norms. This agency is possible because subjectivity occurs within multiple frameworks replete with disharmonies and conflicting values.
