China's unparalleled economic growth in the past three decades has increased the standards of living of many Chinese households, but slowly resource constraints and mounting environmental issues are beginning to take their toll on China's growth success. The relationship between the stages of economic development and the environment as presented by the Environmental Kuznets Curve (EKC) postulates that higher income may be conducive to environmental quality. Using the EKC framework this study investigates the relationship between China's economic development and environmental quality by analyzing a panel dataset consisting of 30 provinces from 2003-2010. The main variables of interest are provincial domestic product, relative political capacity for each province, and industrial sulfur dioxide (SO2) emission as an indicator of environmental quality.

The initial data analysis shows that if an EKC exists for China, China is still on the left side of the curve, suggesting that China's rapid growth and development have not been beneficial to the overall environment. Stronger regulations may be necessary in achieving better environmental quality, but that could also pose economic challenges in China's future. Using various econometric methods to further elucidate the income-pollution relationship, the major findings indicate that income plays less of a role in promoting industrial SO2 pollution after controlling for both economic and political factors.

Political capacity, on the other hand, could play a pivotal role in the income-emission relationship. Although the results indicate a significant positive relationship between industrial emission and political capacity, one should not take this to mean that in order for China's SO2 emission to decrease a weaker government is needed. Rather, it is the adjustment in political and economic objectives that are necessary initial steps in reducing pollution.

For China, sustainable development is possible. The key lies in how to balance the tensions between economic growth and ecological integrity. A combination of education, technological advancements, regulations and the capacity of the government to implement and enforce those policies may help pave the way towards a sustainable future.
