The political attitudes of individuals are influenced by the contexts they live in. It follows that by controlling the individual's context, one can affect the voting behavior of that individual. The Responsibility Zone System, created by the Kuomintang (the Nationalist Party) in Taiwan, is an example of such control. In order to maximize the seats for the party, the Kuomintang divides a multimember district into several single member zones, one for each nominee. In each zone the Kuomintang mobilizes quick support for the zoned candidate. The purposes of this study are to explore the operation of the Zone System; to examine its effects on elections; to identify the characteristics of the zone-influenced voters; and to discuss the implications of the findings for political development in Taiwan.Subjects--Topical Terms:

My six-week participant observation in the campaign of a candidate in the Taiwanese legislative election in 1989 indicates that: The Zone System is an informal structure formed by cadres of local Kuomintang and officials of local government; these local leaders, motivated by friendship, material compensation, or party loyalty, help the Kuomintang to mobilize support for particular candidates in the zone. The candidates contact voters in their zones through the interpersonal networks of local leaders. It is an example of translating personal relationships into political influence. The operation is similar to machine politics in American cities.

From analysis of the results of four elections, I find that on average the Kuomintang generates 25% of the total votes within the zone for the zoned candidate. It overpowers the competing impacts of localism and the personal popularity of candidates.

Evidence from the analysis of a survey conducted during the election of 1989 suggests that voters' choices are influenced by the Kuomintang's control over TV news programs and social networks formed by local leaders. The former increased the respondent's probability of voting for the Kuomintang; the latter increases her/his probability of voting for the candidate the party supports. Traditional variables such as party preference and issue positions also show an impact on the voters' choice among candidates of two major parties.
