Three population groups were sampled to answer the research questions. These groups were: (1) large corporations owned and managed by the government or by private enterprise in the manufacturing industry, (2) relevant educational institutions, and (3) selected government ministries and agencies.

A questionnaire was administered to a sample of the first population group. Informal interviews with teachers, department chairpersons, and students from selected junior technical colleges were utilized within the second population group. In the third population group, information is derived from review of official documents and from on-site interviews with government personnel.

The results indicated that the type, quantity, and quality of technicians' education at the junior technical college level was less than satisfactory (except in publicly managed junior technical institutions). This condition in part resulted from the rapid expansion of industrialization and junior technical education in the last decade. Thus, several recommendations were made in this study for educational practice and for future research.
