The widespread return of industrial policy to high-tech manufacturing has re-animated one of the great debates of the 20th century: the proper role of the state in economic development. This comparative study of industrial policy for electric vehicles (EVs) in the world's three largest automotive manufacturing economies and consumer markets (China, Japan and the US) argues that the various markets failures associated with a fossil fuel-based economy invite state intervention and that this is especially true in the organizationally complex, high-tech, capital intensive auto sector (and also in many other cleantech industries that are uncompetitive with their fossil fuel counterparts). It finds that the institutional design of the policy systems responsible for planning and executing industrial policy exerts significant influence on policy outcomes. It also proposes a framework for analyzing and evaluating the optimal institutional structure for supporting successful EV policy.
