It is important to explore how early intervention services support the development of children with special needs. Part C of the Individuals with Disabilities Education Act mandates early intervention services to children two years old and younger with developmental delays or a diagnosed disability. This study examined an early intervention inclusion program's approach to the developmental goals of for children ages 18-36 months. Five children's Individualized Family Service Plans (IFSP) were analyzed to identify whether the children's individual goals were compatible with the inclusive early intervention model at the center. Educators were asked about the early intervention services that were provided, and their beliefs how the program serves the needs for children with special needs. The study found that the needs indicated in IFSP goals of children with special needs differed from educator's beliefs about the benefits of an inclusive early intervention setting for those children.
