What accounts for the dramatic change in French policy toward regional languages during the postwar period? Whereas the languages were prohibited in classrooms until 1951, by the 1990s, the Ministry of Education had initiated bilingual tracks in public schools. I argue that European integration has altered the context for the elaboration of French regional language policy such that the interests of subnational and national actors with respect to national identity, for centuries at odds, have begun gradually to overlap. The intersection of regional, national, and European trends with respect to language and identity has resulted in the accord of limited rights to French language minorities.

Through an analysis of the rhetoric and behavior of state actors and regional language activists as revealed in archival materials, policy documents, and interviews, I identify the interests, resources, and strategies of both sets of actors in the policy process and the ways they have changed over time. During the period 1946 to 1978, regional language policy was elaborated in a context that was largely national. During the period 1979 to 1999, the context was both national and European. Since the first direct elections of the European Parliament in 1979, the European Union has become increasingly engaged in policies that provide support to regional language communities.

I demonstrate that European integration has empowered French language minorities at the same time that it has generated an interest in multilingualism on the part of some state actors. Integration has increased the resources and altered the strategies available to regional language groups. The integration process has provided state actors with a new arena in which to pursue their longstanding interest in the protection of the French language, but this arena is also one in which French faces a potential threat from English. In their effort to protect French, some state actors have developed a strategic interest in multilingualism, including increased respect for regional languages. I conclude that the changes wrought by European integration help to explain the developments in postwar French regional language policy.
