In Lukan scholarship it is common to speak of Acts 2:17--21 as a "programmatic" text. It is less common to articulate exactly how it is programmatic. This thesis attempts to do that through the four themes of salvation history, the pouring out of the Spirit, prophecy and spiritual gifts, and evangelism. Additionally, the thesis takes the controversial next step of seeing this passage as programmatic in the entire NT. These same four themes are traced throughout the NT to defend this position. What surfaces is that the pneumatology of Luke, John, and Paul are far more continuous than discontinuous and far more alike than different. It can be affirmed, then, that Pentecost as recorded by Luke is actually presupposed in the writings of the rest of the NT. In exegeting the passage, the OT canon and Jewish literature are explored to see how Joel 2:28--32 (3:1--5a LXX/MT) is treated there. The evidence shows that Joel 2:28--32 is unique in the OT in the specific elements that are joined in it, a uniqueness that makes it the solitary choice for the Pentecost event. In Jewish literature, the evidence (tentatively) allows for the assertion that Pentecost itself changes how Jewish writings treat Joel 2:28--32. The evidence points to the idea that Pentecost seems more likely to have influenced Jewish writings than those writings are to have influenced Luke-Acts or the NT.
