Despite the assumption that mass communication plays an important role in the construction of democracy, it is less clear how the media can affect the process of political change itself. Those regimes that have allowed a multiple media system, comprising state, commercial, public, and community media ownership and control, have often created greater checks and balances. Expanding channels and media abundance are creating new opportunities for regime change. So mass media can be regarded as an agent of mass mobilization and democratization, by promoting a free and intelligent public discourse and laying the groundwork for a genuine political competition. After all, the central function of any media system is to manufacture consent. This study addresses the relationship between democracy and the mass media by applying theory and data to the task.
