In the thirty-four years since the People's Republic of China was established, the Chinese have succeeded remarkably well in meeting the basic needs of food, clothing, shelter, education and medical facilities. However China's per capita income was only 485 dollars in 1981. To raise the standard of living, development of the agricultural sector is very important since it provides food to the population of one billion and is an important source of foreign exchange from agricultural exports.Subjects--Topical Terms:

This study concentrates on grain production, consumption and trade which is the most important part in the agricultural sector in China.

First, it was shown that grain production increased on average by 2.7 percent and grain yields by 2.8 percent annually during 1949-81 in China.

Second, land, agricultural labor force, fertilizer and industrial inputs were identified as important explanatory variables for the production of total grain, wheat and rice in China.

Third, econometric estimates indicate that income elasticities of grain, rice and wheat consumption were 0.3348, 0.4378 and 0.8070, respectively, during the period of 1961-1981 in China.

Fourth, the production level, international price of rice and the balance of trade were identified as important factors explaining grain trade in China.

A central objective of this research was to project grain production, consumption and trade in 1990.

The projection results show that China will continue to import grain since its grain production does not catch up with grain consumption. Interesting findings are that exports will increase for the moment, but will decrease in the middle of 1980's. According to the study findings, China may become an importer of rice in the middle of the 1990's. Although the projections were extended to the year 2000, those through 1990 are considered to be more reliable.

The conclusions to be drawn from this research may be outlined as follows: (a) China's future grain production depends on both cultivated acreage and yields. Arable land is not likely to increase substantially because cultivated area is already close to the total arable land. Yields can be increased by improving irrigation, fertilizer use, high yield seed, mechanization, research and the incentive system. But these factors have their own bottlenecks in China. . . .
