Predicting wind speed in urban areas is important for construction projects due to its detrimental effects on safety and delivery of the projects. Building codes and standards do not establish ultimate and service limit states for buildings under construction. The prediction of wind effects on buildings during construction is therefore largely subjective. In this dissertation a framework is established for study of wind effects on structures during the construction phase.

The morphology of urban areas affects the experienced local wind speeds. Managing a construction site requires the local prediction of wind level for safety and operations planning purposes. Weather services are sometimes used for prediction and planning purposes. Urban local wind patterns can deviate significantly from regional wind levels predicted by regional weather services. In this dissertation, a semi-analytical method is employed to calculate local wind levels using New York City as a case study. The model up-scales the regional wind level to the urban boundary layer; it then downscales the wind level to the average building height of urban localities through two downscaling steps. The large volume of geospatial data and the corresponding data analysis required by the employed models is carried out in a geographic information system (GIS) framework. The results of the analysis are also visualized using GIS tools. Detailed information regarding building geometries are implemented in the model for New York City. The results are presented as localization indices for each locality in Manhattan, which can be used to calculate local wind level at any location in the city as a function of the regional wind speed.

A statistical analysis is performed as part of this study to investigate potential correlations between the frequency of construction complaints in New York City and local wind speeds. The complaints data from NYC Open Database during 2010 to Oct 2015 are used for the analysis. Moreover, the spatial distribution of complaints during windy days in presented. It is shown that there is a strong correlation between local wind patterns and spatial distribution of debris-related construction complaints.

Delays in construction can affect all involved parties. A statistical model is presented in this dissertation to quantify the effect of wind on construction schedule and delay in projects. The analysis is based on local wind records for a given project. The study uses two typical models of residential buildings for evaluating wind effect on construction activities and progress of the project. The presented examples allow for integration of local wind predictions and historical wind patterns into project scheduling and planning.

Finally, the local wind prediction model developed in this study is used to perform wind debris analysis. Wind-borne debris is one of the main concerns during high wind events. In order to perform debris analysis, a database of typical items on construction sites with the potential of becoming debris is compiled. Using a simplified analytical method for the items, the critical wind speed that can force the items to dislodge and become wind-borne debris are calculated. A simplified method to estimate debris risk zones around structures is presented.
