Immigration is a democratic development and economic tool that policy makers use to resolve national labor shortages. When immigration laws and policies prove inefficient, reform become necessary; when immigration law implementation and enforcement prove ineffective, then illegal immigration will increase. Comprehensive immigration reforms failed to curtail illegal immigration, evidenced by more than 11 million illegal immigrants currently in the United States. President Obama stated that illegal immigration is a national security issue. Immigration reforms, policies, and enforcement measures proved inadequate when targeting illegal immigrants but not the systems supporting illegal immigration. The inability to achieve capable and durable immigration reform, and implement effective and efficient immigration policy and enforcement measures, affects economic, social, and political systems at all government levels. Currently, illegal immigrants perceive the risks of illegally entering and remaining in the United States to be less than benefits awaiting. Illegal immigration will continue, and the number of illegal immigrants will increase, if the perception remains unchallenged. A qualitative case study analysis was conducted examining United States immigration reforms since 1965, and the resultant policies, implementation and enforcement measures, to explore their impact upon illegal immigration to obtain an understanding, increased knowledge, and potential way-ahead for achieving capable and durable United States immigration reformation.
