Statement of the problem. This study investigates the effects of science and technology on the development of Vocational Education in both Thailand and The People's Republic of China. It examines how Vocational Education seeks to help build the infrastructure of the two countries.

Procedure and methods. This study was conducted in The People's Republic of China and Thailand and questions posed on the recent history of vocational education, current changes effecting vocational education, and the future of vocational education guided the investigation. A participatory method was employed and included individual interviews with educators, administrators, and technical business persons, transcriptions and correspondence with interviewees after the researcher returned to the United States.

Categories are discussed within the hermeneutic framework from the perspective of critical theory. Further analysis using the works of Habermas, Bowers, Ricoeur, and Gadamer helped ferret out assumptions, meanings and implications for vocational education in Thailand, China and the U.S.

Results. The needs of Thailand to reach people in rural areas are not unlike the needs of the PRC. Science and technology are developing in both countries and there is a need to continually re-evaluate the courses offered in vocational education. While Thailand is concerning itself with eliminating illiteracy and delivering self-help classes to rural Thailand, educators in the PRC are concerned with the task of training teachers to go into rural areas.

Thailand's Ministry of Science, Technology, and Energy continues to evaluate the countries' needs and are engaged in elevating their scientific and technological proficiencies. In China the recent scientific and technological developments in agriculture, communication, and industry have created a need for trained personnel.

Implications. Implications speak to the need for vocational education changes in Thailand, China and the United States, the need for shared understandings among educators, world leaders in these two developing countries, and the need for internationalizing vocational education in the U.S.
