Procedure. An investigator-constructed survey instrument was utilized in this study and validity and reliability were established by standard procedures. The instrument was sent to 652 graduates of the Base Program, of whom 350 (56%) responded. Resultant data (descriptive) were analyzed by using the Statistical Package for Social Sciences (SPSS) program. Four research questions were posed in this study and were answered as the consequence of resultant data analyses.

Findings. The study reported the opinions of the respondents as follows: (1) The Base Program contributed mostly to their acquisition of management knowledge, followed by their broadening perspectives regarding Western management sciences and improvement of managerial abilities. (2) The respondents were, in general, satisfied with the educational process in terms of curriculum, quality of teaching. Academic subjects in functional areas such as marketing, financial management and production management were regarded by the respondents more useful than those in general areas (e.g. managerial economics, and strategy and policy). (3) The applicability of acquired Western management knowledge and skills was "low" to "moderate". Of the ten academic subject areas, marketing, organizational behavior, and financial management were the most applicable ones. (4) "Lack of autonomy of enterprise management" and "lack of support from superiors" were the factors that were associated with the extent of the application of acquired Western management knowledge and skills. Further, differences between the United States and China in political and economic systems were also identified as the constraints to the application of the above.
