The expansion of private enterprise has been one of the principal features of Taiwan's economic development. Yet, the Nationalist government had maintained a strategy of restricting private enterprise. The main theme of this dissertation thus is to study how and why the ROC government abandoned the old restrictive policy as well as adopted and institutionalized the new strategy of endorsing private enterprise. The major time frame of this study is from 1945 to 1955. Yet, for discovering the continuity and discontinuity of the Nationalist economic policy change, this study has considerably traced the development of the Nationalist political-economy in the period prior to 1945. As stressing the indigenous political structure and dynamic, we explore the economic policy change in relevance with the interplay between ideology, leadership, governmental power and authority, the structuring of social forces and interests, and the settlement of crisis conditions. This study is founded upon a systematic examination of ROC government documents, historical records, newspaper files, and biographical data of major political leaders and technocrats. We pay special attention to the key concepts, euphemisms, and slogans in the Chinese language. In spelling them out systematically, we can display their significant meaning, ideological orientation, and policy attitude perceived by those Chinese actors. The adoption and institutionalization of the capitalist oriented policy, as this study showed, is a consequence of the rise of modern technocrats with the support of critical political leaders, the ideological flexibility and reflection, the strong social force of elite and businessmen, and the push of crisis conditions.Subjects--Topical Terms:
