The cornerstone of a U.S. policy for Taiwan was laid in 1948 when the NSC advised that "Formosa" be kept from "falling" to Communism. Owing to a multitude of factors, the Truman and Eisenhower administrations gradually committed themselves to supporting the Chinese Nationalists on Taiwan. Taiwan took the initiative for a treaty. However, on the U.S. priority scale, Asia ranked below Europe, and in Asia, Taiwan was behind Korea and Indochina. The U.S. was in a difficult position. Internationally, there was a disparity between U.S. desires and strength; regionally, the U.S. did not want Taiwan to fall yet it was not prepared to commit itself fully; domestically, multiple interests and power groups acted as checks on policy-making. The U.S. finally agreed to a treaty in 1954 to build up an "outer defense perimeter", but what John Foster Dulles called "a horrible dilemma" ran through U.S. relations with Taiwan from 1948-1955. For the U.S., Taiwan was largely a pawn on its global chessboard.Subjects--Topical Terms:
