Paradigms occupy the most basic level of the maps that we use to maneuver in everyday life. Paradigms are the foundation for the theories, metaphors and images that form the architecture of intellectual constructs we regularly employ in public administration, as well as in other fields. Public administration is bedeviled by many wicked problems, those chronic situations that seem to defy traditional approaches and solutions. Public administrators have devised new theories and metaphors that help us see old problems in new ways and that suggest alternative ways of acting.

Our 20th century western culture has inherited the rational-logical paradigm from the Enlightenment. There are certain basic assumptions about life that make up this paradigm, that we accept as common sense. This set of assumptions shapes how we think, perceive, inquire, value and act. This dissertation will examine another set of basic assumptions, an alternative paradigm, and explore the alternative ways of thinking, perceiving, valuing, inquiring and acting that would arise from it. The alternative paradigm to be examined here is the basic set of assumptions and understandings about life that the western contemplatives shared, i e. the contemplative paradigm. Leadership that is rooted in the assumptions and understandings of the contemplative paradigm, i.e., contemplative leadership, offers alternative ways of perceiving, thinking, valuing, inquiring and acting in a managerial context.
