Previous research has indicated that renowned economist Martin Feldstein advocates an economic theory that if a company had its income tax liability reduced, this business would use these saved tax dollars to hire additional employees. Supply-side economists such as Raymond J. Keating and Arthur Laffer concur with Feldstein's theory. This theory stems from predictions on ways to move an economy that is in a recession or is stagnant with no job growth. However, in the past when implemented, this theory has not worked. It was necessary to speak with those individuals that make the hiring decisions for companies to determine why a company would not hire more employees if the necessary funding were in place. Therefore, this study conducted one on one, semi-structured interviews with the firms' decision makers, the CEOs. These interviews tried to determine why in the past when this economic theory was implemented, the results have been anemic. Contrary to expectations, the research revealed that business owners must consider additional factors besides the monetary aspect brought on by a reduced tax liability, before hiring new employees. The findings are that the factors affecting hiring decisions are: (1) increased demand for their product or service, (2) whether their clients have specific needs that require the business to hire additional personnel, and (3) if additional employees are part of the company's growth strategy. Additionally, the research found that some companies used the money for reasons other than for hiring, they were: (1) giving current employees raises, (2) software development and, (3) approved projects.
