Purpose The purpose of the study was to compare select experts' definitions of citizenship and democracy with conceptualizations of those terms in the citizenship strand of the social studies TEKS. Experts' definitions were identified through a Delphi study. Conceptualizations of citizenship and democracy in the citizenship strand of the social studies TEKS were described through qualitative document analysis. At the most basic level, then, the study was an attempt to understand the nature of curriculum necessary to perpetuate democratic society.

Method The mixed methods research design employed in this study was the fully mixed sequential equal status design. Within the Delphi phase of the study, both qualitative and quantitative methods were employed. Qualitative questions were initially asked of select experts in civic education, and quantitative items followed in successive Delphi rounds using a series of web-based questionnaires. Moreover, qualitative document analysis was undertaken, informed by the results of the Delphi, after the completion of the Delphi phase of the study.

Findings Select civic education experts defined citizenship and democracy in terms that were supportive of critical dispositions. Conceptualizations of the terms citizenship and democracy in the Texas social studies standards, however, were seen to be less critical in nature. Moreover, there were limited instances of democracy present in the citizenship strand of the Texas social studies standards. Implications of the current study were seen for curriculum writers, policy makers, administrators, teachers, and teacher educators. In many cases implications dealt with the need to deal with the conflict caused by different understandings of citizenship and democracy. Recommendations for further research include exploring conceptualization of citizenship and democracy in all strands of the Texas social studies standards. In addition, further research could be undertaken with regard to understandings of citizenship and democracy in the various state social studies standards, in the Common Core State Standards, and in a variety of civics standards throughout the world.
