The People's Liberation Army's (PLA's) modernization efforts have contributed to speculation about the future intentions of the People's Republic of China as their relative power has increased since the end of the Cold War. An interdisciplinary examination of the PLA's periods of transformation in historical context presents a holistic picture of its purpose, doctrines, operational methods, and organization. This research has prioritized academic historiographies, theoretical analyses (both from the humanities as well as military studies), and government think-tank assessments. Through time, the changes that the PLA have made to its personnel structure, equipment capability, and warfighting doctrine have followed a logical process of modernization that informs about China's assessment of threats as well as its internal adjustments based upon historical successes and failures. The PLA has experienced three major historical transformations. The Mao Zedong era saw the growth of a guerilla Red Army into a massive uniformed force with the ability to confront the US, the Soviet Union, and India. Deng Xiaoping prioritized down-sizing and professional education, with technology and equipment upgraded slowly as he grew the economy. The third generation of leaders in China have accelerated the technical capabilities of the force while continuing the professionalization process in order to produce a military able to compete on the modern battlefield. The conclusions reached are that: 1) the modernization process of military forces in China is neither benign nor malignant, it is part of the evolution effecting all nations; 2) the most significant advances the PLA have made are often framed by observers and pundits deceptively in order that they seem threatening; 3) there have been few changes in China's doctrine, it has remained focused on limited wars, in local areas (not expeditionary), to defend its homeland and the party; 4) China has shown restraint towards the US relative to its historical responses towards what it perceives as threats to its sovereignty and periphery.
