This study argues that a nation's development is closely related to state-society relations. Given the nature of a developing country's political and economic conditions, the state usually plays a leading role in political and economic development. However, without the cooperation of the society, the intended goals of the state would be difficult to attain. Therefore, instead of focusing exclusively on the role of the state, this study stresses that paying equal attention to the state and society where the economic policy is made and affected is critical in understanding the development process.

This study tries to sort out two issues: the first concerns the extent to which the state has promoted economic growth in this region and the other related but distinct question concerns the economic and political factors that have influenced social development. By employing the methodology of a comparative historical analysis, this study analyzes and compares four stages of Taiwan's and South Korea's political and economic development. In terms of three indicators, namely, the initiation of the development strategy, the implementation of the development strategy, and the sociopolitical consequences, this study shows that continued economic development and political reforms will lead to changes in the relative strengths of state and society, which, in turn, will lead to an increase in society's aspirations for economic redistribution and political participation. Equally important, the changing society has a significant impact on political and economic policy-making. Since policy-making deeply influences society, a larger number of private and public actors will appear in the policy process to try to exert pressure on decision-makers in pursuit of their self-interest. Under those circumstances, the state is no longer able to rely on its absolute authority to suppress social demands. To maintain continued economic growth and gain political support, the state needs to have closer interaction with society and take social needs into account. All factors lead to the policy context becoming complicated; thereafter no state, even a strong state, can make consistent and coherent policy.
