The trend of global flow of television programming has been happening almost everywhere in the world in the past decades, including countries such as China which have been isolated from the West for years. There were a number of large-scale studies on this issue sponsored by UNESCO and covering more than 90 countries. Also, there were hundreds of studies on the cases of individual countries. However, due to various reasons, none of those examinations included China--a country with the world's largest television audience of near one billion.Subjects--Topical Terms:

Buying programs abroad is one of the most important indications of the characters of a media system, because it is closely related to the political environments, regulatory restrictions, cultural/ideological considerations, technology levels, as well as economic issues. In the last 15 years or so since China started its economic, political and media reforms, its television program importation has experienced drastic, multi-faceted, multi-dimensional, and multi-leveled changes. These changes are virtually a reflection of the country's historical, social transition.

This study examines both the external and internal factors that have contributed to the changes. While most previous studies on programming flow issue emphasized the external factors, this study focuses on the analysis of the internal factors, namely, the ruling party's political guidance, the new media and other related policies, and the various motivations of the government. Based on the researcher's years of experience in China's television and program importation, first-hand data obtained from his research trips to the country, and extensive and inside knowledge of China's politics and reform, this study presents an historical examination of political, economical, ideological, cultural, technological, and social factors contributing to the change. This study also provides analysis of implications of the changes and trends of the changes. The first systematic research on China's television program importation, this study fills part of the gap in the field of study on global television programming flows.
