Policy documents from 1949 to the present constituted the primary data source of the study. Documents from each of the four historical periods: (1) Reconstruction and Expansion (1949-66); (2) Destruction and Regression (1966-76); (3) Recovery and Consolidation (1976-1985); and (4) Westernization and Diversification (1985-95), were examined in order to discover relationships with the content of the Elementary Chinese Language textbooks used in elementary schools of China.

The design of this study was historical research which allowed the researcher to collect and analyze data from different sources. The author applied systematic method to describe the correlation between the state educational policies made in response to the political conditions and their influence on the content of the Elementary Chinese Language textbooks period by period since 1949.

The researcher collected and analyzed documents on the state education policies over the four historical periods. Based on the review of these documents and related literature, the researcher correlated the political conditions with the state educational policies for each period. The researcher collected copies of Elementary Chinese Language textbooks used during the four historical periods in order to find the impact of these state educational policies on them.
