The purpose of this project is to explore how ethnic stratification and mobilization, along with the dynamics of class structure and state organization, contributed to the lifting of martial law.

The main conclusion of this project is that ethnic conflict/competition over the state between the Taiwanese and Chinese from the mainland led to democratization, partly because the Taiwanese gained control of important resources upon which the state ultimately became dependent. The case of Taiwan is an example of the role of shifting economic resources determining long-term political power in the context of emerging ethnic stratification and mobilization. The Taiwanese, once the subordinate economic, social, and political group, gained economic power, mobilized as a "group-for-itself", and challenged the mainlanders' political domination. The creation of concentrated Taiwanese capital and a corresponding set of conglomerate organizations meant that the Taiwanese outside the state increasingly had the resources and organizational capacity to influence both civil society and state policy.

After 1949, the Kuomintang state created a social structure in which the mainlanders attempted to ensure their control. The state did not, however, build enduring wealth generators to fund state activity or mainlander dominance. As a result, the mainlanders' power faded along with the increased resource dependence and declining legitimacy of the Kuomintang state. Perhaps Marx was right that political and social power without economic power will not long endure.

This study finds that ethnic boundaries between Taiwanese and mainlanders were not primordial. Instead, ethnicity was emergent, contingent, and dynamic. Ethnic groups in one historical moment may fight and compete, but in another time integrate and assimilate with each other; that is, ethnicity is created. This study also finds that state autonomy and capacity are dynamic. A state's power in implementing a revolution from above is relative to the forces from below. In conclusion, class, ethnicity, and state should be jointly incorporated for a fuller understanding of ethnically stratified societies.
