Part One is a legislative history of the laws governing American citizenship. It shows that before the explicit prohibition on Chinese naturalization in 1882, the U.S. government had limited the access of Chinese immigrants to American citizenship. The reason given for such a limitation was that they were not "white persons" as required by the general naturalization laws. Part Two assesses the social impact of the denial of naturalization on Chinese immigrants both before and after 1882, and tries to make a connection between the denial of naturalization and the formation of a Chinese "sojourner" community in America. Part Three deals with the experience of Chinese birthright citizens. Because the U.S. government's legislative and executive branches maintained a hostile attitude, Chinese birthright citizens faced tremendous difficulties in being recognized as citizens.

This study disproves a historical hypothesis which attributed Chinese exclusion to the unwillingness of Chinese immigrants to adapt themselves to American life and their lack of desire for American citizenship. Such a blame-the-victim approach is misleading because it confuses causes with consequences. In the nearly one hundred years between 1848 and 1943, the Chinese did not have a chance to fulfill their American dreams. Their social segregation and political alienation before 1943 were the consequences rather than causes of discrimination and exclusion.

There were some positive aspects to the Chinese experience in the United States. This study reveals the fact that there was a strong criticism of the mistreatment of Chinese immigrants in America. Because of the existence of the pro-Chinese sentiment, the Chinese community could and did survive those six decades of exclusion.
