This study examined, from a comparative and interpretive perspective, the approach to educational reform and the relationship of technology to the reform efforts in California, China, and Thailand.

The inquiring process consisted of a hermeneutic participatory research design which generated knowledge and understandings on critical issues of education and technology in the three locations.

This study revealed the importance of language to understanding; Language was found as more than just words for comprehension, it became what was needed to reach mutual and new understandings. The concept communicative competence was discussed as the social level of language and how through communicative action willing participants, reach true and mutual understandings. The study further revealed that the barrier to educational improvement was the lack of accepting mutual understandings. Once mutual understandings are accepted, increased cultural understanding may provide the means for experiencing new possibilities for cooperation and change. Educators, through dialogue with students and families, can gain information which may modify their prejudices and create new horizons from which the strength of education can be built.

Technological literacy and support systems were found to be needed to integrate technology in the curriculum. However, revised curriculum and teacher-education programs must take into account the needs of social development on the part of the students. Instructional methodologies will have to be changed, to be inclusive of the diverse classroom situations in California and to reach the millions in remote areas of China and Thailand.

The greatest implication from this study is the importance of acknowledging and understanding that for any educational reform effort to be successful, the culture and traditions of the students must be taken into consideration when developing an approach.
