This thesis examines the largely unexplored utilization of New Orleans' cultural sector as a mechanism of social and economic revitalization in the decade since Hurricane Katrina. Following a brief history and comprehensive definition and dissection of the cultural sector, associated costs, including gentrification and winner-takes-all labor markets, and benefits, such as community building, cultural engagement, social diversity, and population and investment attraction, are explored in depth. By detailing the impact of the storm and tendentious nature of reconstruction on the primarily African American population of New Orleans in general, and the Lower Ninth Ward in particular, this thesis seeks to accurately portray the crucial need of the city for community and financial rehabilitation. Implementation of an artist relocation program in the Lower Ninth Ward is put forth as the most appropriate and efficient method of cultural sector mobilization for the negation of costs and amplification of benefits.
