Thesis (Psy.D.)--The Chicago School of Professional Psychology, 2015.
This grounded theory study used investigative methods and interviews to gain information on participant perceptions of broken windows theory enforcement methods and whether or not broken windows theory as a method of addressing community concerns regarding quality of life issues potentially cause harm to African American communities. Data reviewed during the literature review process has caused further research to be necessary to determine whether a cycle of harm exists due to police tactics employed under the premise of the broken windows theory in order to deal with quality of life issues. Literature suggests that tactics taken under the premise of the broken windows theory by law enforcement cause negative perceptions, damage legitimacy, develop a lack of cooperation, impede intelligence gathering, and ultimately harm the target population by inhibiting law enforcement's ability to solve crime (Cao, 2011; Dower & Sparks, 2008; Howell, 2009). This study utilizes 21 African American respondents in order to affirm or refute the notions that enforcement tactics taken under the construct of the broken windows theory create a negative perception of law enforcement. This study also investigates whether or not perceptions lead to a lack of cooperation which may cause harm to the African American community through law enforcements' decreased ability to deal with crime. The ultimate goal of this study wasto bring to light perceptions associated with enforcement tactics taken under the broken windows theory in order to discover if they cause harm so that such harm, if it exists, can potentially be mitigated.
