This dissertation reconstructs interwar and cold war-era interactions between the Soviet Union and the Middle East, highlighting the non-Russian and non-European dimensions of Soviet political imagination and exchange. It situates Soviet history in a broader Eurasian context by examining how the category Vostok ("the East") structured the organization and operation of key Soviet bureaucracies responsible for transnational exchanges, especially ones focusing on the Arab world. Throughout the major shifts in Soviet domestic and international contexts from the early 1920s to the "cold war," these institutions tailored images and experiences of Sovietness for audiences in the "foreign East" (Middle East, Africa, and Asia). In so doing, the Comintern, the All-Union Society for Cultural Relations with Foreign Countries, the Soviet Afro-Asian Solidarity Committee, and other Afro-Asian organizations helped create new Soviet foundational narratives by re-writing and re-enacting early histories of republics of the Soviet East (Central Asia and Caucasus) in ways that legitimized the USSR as an anti-imperial and anti-colonial power.

This study explores the new worlds of people, cultures, and ideas created by these "Eastern" and later "Afro-Asian" bureaucracies and shows that their interactions often defied official plans and expectations. In the interwar period, the Comintern Eastern Section supervised thousands of foreign students in Moscow, including many Arabs. The political and social problems inside its "Arab Section," particularly disputes among Jewish and Arab comrades, exposed the limitations of the Soviet "Eastern model," of Soviet nationalities frameworks, and of party discipline. Many of the communists involved in these arguments were simultaneously contributing to the building of communist models for "the East" as researchers in Soviet Oriental Studies Institutes and activists in the Soviet "Cultural Revolution" in Central Asia. Central Asians, in turn, were recruited to produce Eastern images of Sovietness for export to the Middle East through media and film propaganda and, increasingly after World War II, through physical travel abroad and managing tourism at home. These connections between the internal and external workings of Soviet party-state historicize the circulations of anti-imperial and anti-colonial discourse in non-European socialist internationalist worlds and illuminate the often-neglected non-Western dimensions of Soviet history.
