520 $a This case study was an investigation into how the founding leadership developed the institutional model, vision, and mission for the proposed junior college, Tulsa Junior College (TJC) at Tulsa, Oklahoma. The research was concerned with events between September 1965, when the Oklahoma State Regents for Higher Education reported the need for a comprehensive junior college education in the metropolitan area of Tulsa, and May 1971, the month during which the first graduation ceremony was conducted. The purpose of this single case study was to analyze the societal, political, and economic factors that contributed to the founding. The research design was qualitative with a focus on the educational leadership within this complex historical phenomenon.

520 $a From the data gathered through documents and interviews, a thick description of the historical organizational case study developed. Themes emerged to indicate the success of the project. The college was a junior college in name only with the early leaders recognizing that a community college rather than a junior college fit the emergent educational needs. The comprehensive model was the favored model by TJC's founders. The planning of the comprehensive model was then furthered with the framework of the college as a cultural and intellectual center in an advancing and growing community. One lasting impact the Tulsa model left was its example of collaborative learning through innovative corporate partnerships. The vision of the educational leadership secured for the college an immediate and valued place in the county. The strong identity and reputation in the community have continued. The study confirmed that the early leaders were successful from the perspective that the existing institution can now be accurately described by their original vision.
