Terrorists who seek to harm the United States are using social media and the Internet as a tool to communicate and encourage radicalization. The United States Government has no comprehensive strategy to combat the use of social media to radicalize potential terrorists. Since those who engage in acts of terrorism must first become radicalized, law enforcement needs to better understand how to assess precursors of radicalization exhibited by potential terrorists. The purpose of this qualitative explanatory single case study was to examine how law enforcement professionals assess precursors of radicalization by observing the social media activity of potential terrorists. Semi-structured interviews were conducted (over the phone) with five "knowledge rich" participants who were active and retired Federal Officer's who were assigned to investigate terrorism matters on behalf of the United States. The interviews yielded rich and thick textural data that supported the results of the two research questions and three subordinate questions. The data were coded using the constant comparative method. The Sageman Four Prong theory was used as a theoretical framework to better understand the data. The findings revealed that multivariate factors significantly influence radicalization assessment and the actual "steps" to assessment were determined to be diverse, non linear, speculative and required a high degree of investigative experience, judgment and intuition. In addition, this research revealed that there was significant value in understanding a subject of interest from a holistic perspective, wherein the investigators established a "pattern of life." Further, findings of this study substantiated the Sageman Four Prong theory as a viable interpretive lens to assess radicalization. In conclusion, the data analysis derived from this research have assisted in a more robust and comprehensive understanding of how law enforcement assesses radicalization by viewing the social media activity of a potential terrorist. The findings also revealed that radicalization assessment is an imprecise science with non-uniform practice across federal law enforcement. Future research should concentrate on establishing "law enforcement best practices" for the assessment of radicalization while viewing social media activity. Additionally, future research should focus on better understanding the etiology of radicalization.
