Over the past decade, municipal police departments have sought to increase the diversity of their police officers. As diversity has increased, many police officers from underrepresented groups have achieved leadership positions. There are many recruiting programs in place to attract people from diverse backgrounds to the field of policing. There are limited programs or procedures in place to retain those that have sought to become leaders in a career field that has been historically exclusive to people from underrepresented groups. The purpose of this basic interpretative qualitative study was to describe the leadership experiences of underrepresented leaders within the context of a municipal police department setting. A group of ten underrepresented leaders from seven municipal police departments in the Midwestern United States participated in one-on-one in-depth interviews. The results indicated that underrepresented leaders experience rejection, isolation, marginalization, deprivation, overcompensation, an insensitive police culture, and tokenism. Even though the participants described many negative experiences, the findings also revealed that many of the participants developed a passion to succeed, to help others succeed, and to improve their organization despite their substandard treatment. The results of this study reveal the need for municipal police departments to develop support networks for leaders from underrepresented groups, to install proper mechanisms to make the police culture more inclusive and accepting of personnel from underrepresented populations. Finally, municipal leaders, police department executives, and organizational consultants should consider leadership development programs that focus on servant leadership, which may be more conducive to a profession that is mandated to protect and serve the public.
