This dissertation explores the sociotechnical development of Internet infrastructure in South Korea. Through a case study of the Korean Public Key Infrastructure (Korean PKI), it examined the co-evolution of technology and society to show how the Korean PKI has been developed in political, cultural, and institutional contexts and how this technology, in turn, has shaped Korean contemporary society. The data for this study come from various archival documents including newspapers, white papers, public reports and technical reports as well as in-depth informant interviews.

This research pays particular attention to the ways in which the Korean PKI, and its related policies, have become both useful and problematic for everyday Internet use. The Korean PKI played a critical role in Korea's ability to build reliable Internet services and positioned Korea as a leader in the development and use of E-Government systems and E-Commerce transactions. It has also set Korea's systems apart from those of other nations. The Korean PKI permits users to access any private or public bank, stock trading services, or any Internet shopping mall in Korea. This research argues that Korea's traditional social norms and social control tools in the past provided an unexpected and critical advantage such as Registered seal and the Resident Registration Number (RRN). Korea's Registered seal culture laid a cultural foundation to convince users to adopt the Korean PKI in their transactions as which users readily understand its core function and made the technology culturally and politically acceptable. The RRN, as the official personal identifier, greatly facilitated the creation of current forms of Korean E-Commerce and E-Government services as the core data field to link users accounts between KPKI and information systems. In turn, those social norms and tools have become even more indispensable as they are critically used in the Korean PKI.
