The purpose of this thesis is to contribute to our understanding of international academic relations through an examination of the changing roles played by Chinese and Western coordinators of international educational programs in China. It examines these roles from two perspectives: the characteristics that go into making facilitators who can encourage change in the direction of preferred values and goals, and the historical and structural factors that influence their ability to encourage change in these directions.

The research identified four groups of coordinators who are responsible for post-secondary international academic programs in China: Chinese cadres working in foreign affairs offices, Chinese academics working in these offices and in academic departments, Western sinologists who are responsible for foreign student programs and Western administrators who are responsible for programs for foreign teachers, researchers, consultants and other academics.

The research for this thesis is primarily qualitative and consists of surveys of the secondary literature, historical research, participant observations and interviews of Chinese and non-Chinese coordinators, program participants and administrators who appoint coordinators. A general theoretical framework for analysis has been drawn from the literature of the World Order Models Project which provides the preferred values to be worked toward.

Chinese foreign affairs cadres were determined to be least likely to facilitate programs and encourage changes in the direction of preferred values due to their acceptance of political restrictions and lack of academic and cultural knowledge. Chinese academics, especially returned scholars, were found to be the most willing and able to facilitate programs and encourage change in these directions because of their academic and cultural knowledge and desire to return to academic work. Western sinologists were found to possess valuable knowledge of China but lacking in commitment to coordinating work. Western administrators were determined to be performing increasingly important roles due to the broader nature of the programs they are responsible for and their commitment to work as coordinators. Finally, the research also indicates that political environments are crucial factors and that recent structural changes are encouraging the ability of coordinators to achieve preferred changes.
