Web browser enabled applications are prolific and organizations are reliant on web browsers for enabling business operations. Malware that uses web browsers for propagation is on the rise, revelations of nefarious state-sponsored hacking is more abundant than ever before, and the US defense industrial base is a cyber target of state-sponsored cyber activities. Despite this, there are defense contractor organizations that have not made a security conscious decision to adopt a web browser use policy. Several organizations have not implemented a web browser usage policy, despite the fact that hackers do use web browser vulnerabilities to hack organizations, resulting in the theft of organizational data. The purpose of this research was to investigate qualitatively the factors that led to web browser adoption in Department of Defense (DoD) organizations. In a sample of 11 Department of Defense affiliated contractors, the following attributes were cited as the driving security-relevant factors that contribute to a web browser adoption decision: achievement of a configuration management baseline, compatibility, supportability, regulatory and stakeholder requirements. A reduced IT vulnerability surface is discussed in contemporary scholarly literature as a mechanism to reduce business risk. Thus, understanding the factors taken into consideration by DoD contractor organizations that participated in this research is useful for organizations that have not made a decision to adopt a specific web browser.
