Rural political change on the North China plain and in the Yangzi delta during the late Qing and Republican periods demonstrates two entirely different patterns. Since the late Qing, political change on the North China plain revolved around the village community. Various state powers and political forces all exploited this institution to mobilize resources and organize the populace for pursuing their political goals. Under the pressure of continuous mobilization, the village administration expanded rapidly and the village community was reorganized. On the other hand, continuous mobilization also resulted in intensified confrontation between the state and the village.

In the Yangzi delta, intense conflicts between absentee landlords and tenants peasants dominated the local political scene and necessitated state arbitration. This situation decisively changed the role of the state from being a mere extractor of taxes to a mediator in a stratified society. Moreover, highly developed rent relations also provided the state with an alternative means to mobilize rural resources while avoiding direct confrontation with rural communities.

Long-term political change on the North China plain and in the Yangzi delta set different stages for the Communist revolution. Though the Communists made revolution in both areas, the strategies they used to mobilize rural masses and the outcomes of their revolution efforts differed significantly. In both areas the Communists followed the examples of their predecessors: on the North China plain, they employed the village community to mobilize resources and organize peasants: in the Yangzi delta, once the Communists established the local guerilla regime during the War of Resistance against Japan, they also exploited rent relations to mediate class conflicts and to collect taxes.

On the whole, however, the North China plain was more supportive to the revolution. This is because the North China villages, once they were fully mobilized, could provide the Communists with long-term support in human and material resources. It was based on the North China villages the Communists finally defeated the Nationalists and won the 1949 revolution.
