System of systems (SoS) has been receiving increased attention recently. SoS raise unique development challenges, one of which is the process and methods for selecting the "right mix" of systems for an SoS to meet operational capability and program requirements. This dissertation presents a general methodology for generating feasible SoS solutions and selecting the preferred one for a specific mission. An example of an SoS mission is a response to a natural crisis or space missions, which involves multiple systems to accomplish an assigned mission goal.

The methodology presented provides a basis for decision making during planning and acquisition of a new capability through an SoS approach using existing systems and enables comparison of candidate SoS solutions based on factors relating to: time to achieve initial operating capability (IOC), mission effectiveness, capability sustainability and affordability.

This methodology provides a more holistic approach over current methods for selecting the preferred SoS solution. The value of this methodology is in the up front planning for a new capability and SoS acquisition before the actual system selection starts. A systems engineering-based approach is employed for the development of the methodology.
