Current research available in the literature explored three main lines of inquiry (political or policy, military, and doctrinal) into the problem of both the lack of implementation and unsuccessful implementation of the U.S.-led Iraqi counterinsurgency campaign. This research was focused on exploring the relationship between U.S. military commanders' leadership action and the outcome of operations in the U.S.-Iraq counterinsurgency campaign. The qualitative exploratory design of this study has led to unanticipated findings. Findings of this study revealed common threads throughout all reviewed counterinsurgency operations indicating that most of the counterinsurgency objectives were only partially accomplished and that none of the long-term objectives was accomplished. The study clearly showed that U.S. commanders were not fully responsible for such outcomes due to the presence of strong external forces that they could not control. Furthermore, future research may factor in the influence of these forces and design models allowing commanders to plan and implement realistic counterinsurgency campaigns or avoid involvement in those which will likely to fail.
